How accurate are the times?

They come from the IANA time-zone database built into your browser (the same one operating systems use), so daylight-saving rules are always current, no external service involved.

What counts as a good meeting window?

Green hours fall inside 9 AM–5 PM for both cities. Yellow hours mean one side is outside office hours but awake (7 AM–10 PM). For some pairs, New York to Tokyo, for instance, no green window exists and yellow is as good as it gets.

Does the planner handle half-hour time zones?

Yes. India (UTC+5:30) and other 30-minute-offset zones display as, say, 9:30 PM against 9 AM.
